Frank Richard was the seventh child of Martin Henry van Hovenberg and Mary Theresa O'Connor. According to the unpublished transcript of baptisms at Trinity Church in New York City, where he was baptized May 7, 1870, he was born February 26, 1861. However, most other records indicate an 1862 date. In eithe case he would have been born in New York City, since the family did not move to New Jersey until the spring of 1862.

Very little is known of his life. In the 1880 census, at the age of 18, he is reported living at home and working in a silk mill, of which industrial Paterson had many, so much so that it became known as "Silk City" at this time. His death in 1891 is reported from a late newspaper article, we have no data on the circumstances. Like his mother, and James Jacob's first child, Frank was originally interred in Sandy Hill Cemetery in Paterson, in what is now Roberto Clemente Park. However, soon after most of the remains in the various cemeteries in Sandy Hill were disinterred and moved elsewhere. Thus Frank finds his rest with nine other members of his family at Laurel Grove Cemetery in Totowa, New Jersey.
